Abstract

Islamic education is not merely oriented toward the mastery of religious knowledge, it also plays a role in shaping learners capable of internalizing Islamic values ​​within their social and cultural lives. However, the implementation of Islamic education tends to remain normative and formal, often failing to accommodate local cultural contexts, consequently Islamic values ​​have not yet fully connected with the lived realities among learners. This study endeavors to analyze definition and cultural characteristics, the significance of the cultural foundation of Islamic education, the concept of culture from an Islamic perspective, and the implications for fostering the ongoing progress of Islamic education within Indonesia. The study employs a library research methodology, gathering data through the review of books, journal articles, theses, and other relevant sources. The analytical process involved synthesizing the information through data reduction, data display, and drawing conclusions. The findings reveal that culture constitutes a system of values, norms, knowledge, language, traditions, together with core habits that function as learned, collective, transmissible, dynamic, and symbolic. From an Islamic perspective, culture must be grounded in tawhid (monotheism), akhlaq (ethics/morality), humanity, and the principle of critical selection regarding local culture. The cultural foundation of Islamic education has implications for the development of curricula based on local wisdom, contextual learning methods, character building, and the strengthening of multicultural Islamic education. Thus, incorporating Islamic beliefs into the framework of local culture can render Islamic education more relevant, inclusive, along with adaptive, while fostering learners who are both religious and respectful of diversity.
